Illegal for Low Prices to be TOO LOW?

The Unfair Sales Act in Wisconsin, also known as the minimum markup law, makes it illegal for discount grocery stores to sell at "too low" of a cost. Somebody's benefiting from this law and it sure isn't those trying to save a buck!
